The Center for Development and Property Solutions is a family-owned and operated Property Management company and Real Estate Brokerage established in 2014. We are professional Property Managers who are passionate about people and real estate. Our clients and residents are the heart of our business, and providing quality service and satisfaction to them is what we strive for on a daily basis. Our priorities are to help investors earn the highest return on their investment, and to provide quality housing and service to our residents.
We manage a diverse range of properties and portfolios, including scattered sites throughout Central Ohio, and specialize in affordable housing and distressed properties. We offer tailored management services to fit the individual needs of our clients and their portfolios.

Sarita Penn
Owner/Broker
Sarita Penn, Owner/Broker at The Center for Development and Property Solutions based in Columbus, Ohio. Sarita is a graduate of Franklin University, where she received a Dual BA in Business Administration and Organizational Leadership. She also a Licensed Real Estate Broker in the State of Ohio.
Sarita has over 16 years of experience in senior housing, market-rate multifamily housing and subsidized housing management.
Sarita is committed to expanding the nonprofit her mother, Yvette Cabiness, started- Pathways to Destiny, an organization dedicated to “guiding our youth and young adults to draw knowledge and strength from their past challenges to pave the way to a positive Destiny.
“Creating value in real estate through service & integrity” is my mission statement. First and foremost, my goal is empowering and enhancing other people’s lives. I do that through providing the simplest of things: service. Service in my mind means caring. It means putting all my energy, efforts, and dedication into protecting and fulfilling the best interests of my clients. Building lasting relationships come from trust, loyalty and treating people like members of your own family. My career in real estate is a full time, life-long, endeavor that I hope will bring me the opportunity to help as many people as possible.

Kale Hershler
Kale is a detail-oriented and graduate from The Ohio State University. Proficient in financial record-keeping, reconciliations, and financial reporting. He is skilled in utilizing accounting software to maintain accurate financial records. Kale is an asset to CDPS and we are grateful to have him on the team.
Heather Wolpe
Heather Wolpe: Property Manager and Maintenance Assistant
Heather brings 20 years of customer centered skills to our team. With a passion for real estate and working with people, she consistently delivers high-quality work and fosters collaborative environments. She excels in building relationships, lease ups and managing maintenance projects, making her an invaluable asset to our organization. Outside of work Heather enjoys spending time with family, going on walks and reading, adding a well-rounded perspective to our team dynamics.
Shane is a reliable, dedicated and skilled Maintenance Technician with a proven track record of effectively maintaining and repairing equipment and facilities. He possesses a strong technical knowledge across multiple trades, including electrical, plumbing, HVAC, and carpentry. Shane is committed to delivering high-quality workmanship and resolving issues promptly to minimize downtime. He is excellent at problem-solving and adept at working independently or as part of a team to achieve maintenance objectives. Shane is a true asset to the team!
